集群最初服务于海洋与北极资源开发，如今也覆盖陆上油气、装备制造、加工、液化天然气、材料、电子、信息技术及相关行业。
起源与发展
由俄罗斯天然气工业公司与圣彼得堡市政府共同发起
2017年6月2日，在圣彼得堡国际经济论坛上，阿列克谢·米勒与格奥尔基·波尔塔夫琴科签署了集群成立协议。
该协议奠定了科研、工程和制造机构合作的基础。此后，集群的发展体现在行业会议、活动和项目中。
